A booking photograph is made during intake and tied to a particular booking. It can help identify the record, but it proves only that the image was created during processing. It does not prove guilt, conviction, present custody, or supervision. The release date and manner must come from the associated discharge record, not from the photograph. In Union County, adult county detainees are housed at Tri-County Regional Jail, so the jail's booking source and the Union County Sheriff's records channels may both matter.
Ohio has no verified blanket exemption covering every ordinary adult booking photograph. Access depends on the record and any applicable exception under R.C. 149.43. Protected material may be redacted, while the nonexempt part should be produced. A live roster image can also vanish when the person leaves the current-custody list, yet the source agency may still keep an existing booking photograph.
Release and photo proof should stay separate. Ohio law requires the jail register to state the date and manner of discharge. The photo identifies a booking image; the discharge entry identifies how that custody ended.

No single official gallery covers every released Union County person. Each channel has a narrow scope. The Tri-County portal is current custody only. ODRC shows state offender data rather than a county booking archive. VINELink and the registry display only images supplied for their limited purposes. The records request is the most direct path for a released local booking.

Commercial aggregators can retain stale images and incorrect labels. They are not a preferred route and should never be used to confirm release. When an official request channel exists, it provides a far stronger link between the image and the actual booking.
Union County Roster Photo Limits
The Tri-County public roster is labeled for persons currently in custody. Its landing screen supports first and last name searches and alphabetic browsing. It does not offer a released-today view, booking-history archive, or promised photo retention after release. An individual active record may carry a photograph, but the live interface must be checked at that time. A name's absence says only that the person is not on the current list at the displayed update.
The official jail site mentions ICS Mobile, Access Corrections, and JailATM. None is a Union County booking-photo search app. ICS Mobile concerns telephone accounts. Access Corrections handles deposits or trust-account functions, while JailATM concerns visitation and deposits. Treating any of them as a recent-release or mugshot gallery would create a false channel.

Request Union County Booking Photos
A focused request asks for an existing record. It should not ask staff to research a person's history or create a narrative. Identify the booking as precisely as possible, request the photograph associated with that booking, and ask for electronic delivery. If the custodian withholds or redacts a part, ask for the legal basis and the nonexempt remainder.
- Collect the full name and a date of birth, booking number, or approximate booking date.
- Ask for “the booking photograph associated with booking [number/date]” and state that an electronic copy is acceptable.
- Send the request through the Union County Sheriff's email, mail, or telephone channel. The county form is recommended but not required.
- If the Sheriff routes the request, contact Tri-County as the jail operator rather than treating the referral as proof no image exists.
- Ask for cited authority for each redaction or withheld part and request the releasable remainder.
The Union County Sheriff public-records page accepts requests by email at sheriffpublicrecords@unioncountyohio.gov, by telephone at 937-645-4100 ext. 4468, and by mail to Attn: Records, 221 West Fifth Street, Marysville, OH 43040. Under the current schedule, black-and-white copies cost $0.05 per page, with the first 24 pages free only when a request does not exceed 24 pages. Electronic delivery can avoid paper-copy issues.
Ohio offices may charge actual copy, media, and delivery costs, but ordinary production labor is not a copy charge. The Sheriff may require advance payment for copies or delivery. Its policy also allows staff to ask that an unclear or overly broad request be narrowed. If a requested portion is restricted, the office should redact that part, produce the rest, and give the reason and legal authority for a denial. No verified booking-photo retention period was found in the reviewed local policy or schedule. Ask whether the specific image still exists instead of assuming a fixed archive term.

Union County ODRC Mugshots
The ODRC Offender Search may display an institutional identification photograph for a state prisoner or former state prisoner within its covered records. Search by DRC number when known. Otherwise, use the name and Union as County of Commitment. Then compare the complete status qualifier, offense and sentence data, and supervision detail. County of Commitment identifies the sentencing county, not the prison's physical location.
An ODRC image is not the Tri-County booking photo. It was created for state corrections and may come from a later stage of custody. R.C. 5120.21 permits ODRC to disclose the offender photograph despite broader limits on the full institutional or Adult Parole Authority file. That does not turn the state profile into a complete Union County arrest-photo archive.
VINELink may also show a contributor-supplied image, but VINE is not the image custodian. The Ohio sex-offender registry can display a registration photograph for a person subject to that law. Most released people are not in that narrow registry population, and no registry result should be treated as general proof of release.

Union County Mugshot Source Checks
A Union County Sheriff press release or a reputable local news report may carry an arrest image tied to a specific event. The image can remain online long after the court or custody status changes. Use it only to locate the historical photo, then check the originating docket and discharge record for the current facts. Common Pleas felony cases and Marysville Municipal Court cases use separate public paths, and the municipal search warns that web data may lag.
Third-party aggregators can also preserve old copies. They may omit a dismissal, release, transfer, or sealing action. No commercial mugshot publisher or removal service should be treated as an official source. If a private page conflicts with the current agency record, rely on the agency and court source, document the mismatch, and direct any correction request to the party that controls the copy.
A released person's image does not establish how custody ended. Request the jail-register date and manner of discharge under R.C. 341.02. That entry can separate bond, sentence completion, or another community discharge from transfer to ODRC, another county, or a federal agency.
Ohio Released Mugshot Rules
Ohio's photo rules address access and paid suppression in different ways. R.C. 5120.21 allows ODRC to disclose an offender photograph while much of the broader corrections file remains restricted. R.C. 2927.22 bars a publisher or disseminator from charging the subject to remove, correct, modify, withhold, or suppress booking-photo or criminal-record information. The law does not create automatic removal and does not require a sheriff to post images online.
Sealing and expungement are also distinct. Sealing restricts public access to an official case record. Expungement means destruction or deletion where Ohio law authorizes it. Ohio's definition of official records can include photographs tied to the case, so an order may affect access to the agency's booking image. A stale private copy does not show that the official record remains public. Present the order to each record holder and seek case-specific advice when scope is disputed.
For an official correction, begin with the agency that controls the source record. Supply the exact booking, explain the claimed error, and attach any court order that changes public access. Do not pay a publisher to suppress an Ohio booking photo. The anti-fee law provides a targeted remedy, while correction and removal still turn on who controls the image and what the current official record allows.
